Once you complete all of the previous missions and defeat all of the cartel bosses, you will then be able to pursue El Cardenal, the head of the Santa Blanca Influence section of their operation. The missions prior to this are fairly easy and straight forward. Complete each of the mission objectives for each as you initiate them.
